The crux of the globalism v. environment debate: to what extent may the national authority of a single member nation to regulate imported products in their national market. When does this regulation shift from a policy to protect the environment to one that discriminates foreign goods? What is the permissible level a member nation may distort the international market to promote environmental values? Sanitary and Phytosanitary rules are mutually accepted by the WTO member nations but how these rules are implemented builds the foundation for globalization. How environmental protection is accepted or perceived will define the course for environmental health.
